He believes that Sanctions can only stop when all of Questing Country is convinced they should. He admits that though he wants to bring Adversaries into the fold, it would take quite some time to find both them and Champions to change the belief. But that is his current plan. I believe that allows for too much of the thing we are trying to prevent. Fear driving Dreamers to Sanction others, or into Bonds they otherwise wouldn't have made for protection. Good luck.
