Who allowed this?

Cold, suffocating dark goes on forever, we are alone, and yet some force can bend a man's mind, put him in another place, give him another's memories, make him lead a life he never had? We suffer in oblivion and make our own choices to keep us as hell-bound as those that came before us and yet some corrupted, corrupting force plays the part of a non-existent God and twists those choices, the only thing to give a life purpose, to make them meaningless?

No, it's more akin to carrying a camera and microphone to transmit to a remote surveillance team. When you share what you see and hear, it is only the physical input.

There are other techniques that function similarly to what you might call mind reading. Once you're familiar with the working of the telepathic network, it is possible to learn how to block unwanted intrusions by your fellow Travelers.

Weeks, at minimum. It is frequently the work of months. The timeframe depends on your own facility with the telepathic network...and, to some degree, how often you are yourself to learn.
