I don't know if they believe this will help or if they're doing it so they can feel they did something. Either way, it's better than Moebius.

What they believe probably depends on which one you ask.

Depends on how well you keep up with their archetypes. I'm still pretty sure Emperor Emperor liked the idea at minimum, but I don't know if it was his to begin with or not.
