I think calling those "attacks" needlessly implies they were purposeful. They seem to be more... what's the euphemism of the hour? "Collateral damage." When those with dominion over the elements lose that dominion, and it isn't immediately corrected, you can expect hiccups. Deadly ones.
This is not to say they should not be corrected. Merely that calling them "attacks" implies a malice. This requires only carelessness. Perhaps that makes things worse in your eyes. Perhaps not.
