Once you've learned the rules, it's up to a ninja's discretion to break them. There are times when hiding is the smartest option... but it isn't always necessary. There is more to subtlety than just being quiet.

Oh, so that's why the loud ones exist too [ in anime or wherever. ] And yeah, sometimes hiding is good even when it doesn't always work in magical worlds like my home world ... What kind of rules do ninjas have???

Those who are ninja do not give in to fears or worries. A ninja protects that which is dear to them, and never takes lightly the duties they're given. There are... other guidelines [sometimes], but most ninja are inclined to disregard them.

[Yakumo. Yakumo is inclined to disregard them. He is a troublemaking rulebreaker when the rules do not suit him.]

Above all else, where we're from ninja protect the world from the youkai who would destroy it. So long as we're accomplishing that much, there aren't many who would try to impose additional restrictions upon us.

Frivolity has no place in legislating. I won't listen to a council that has no understanding of the rules they're setting.

In any case, Chairman Jiraiya's corrected their impositions. They're not something we have to concern ourselves with any further.
